A message dated July 25, 2014, was received stating the Governor                                                                
read the following resolution and is transmitting the engrossed and                                                             
enrolled copies to the Lieutenant Governor's office for permanent

      HOUSE CONCURRENT RESOLUTION NO. 23                                                                                        
      Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of                                                            
      the Alaska State Legislature, concerning Senate Bill No. 49,                                                              
      relating to women's health services and defining "medically                                                               
      necessary abortion" for purposes of making payments under the
